Why can't i create a Gmail account?

i have to create a gmail a/c for school, don't ask y, but everytime i go do that, this shows up:

why is this? and what should i do?
Why can't i create a Gmail account?
change your IP address, if you are create continuely then Google blocked your IP's, just change your IP's.
