Yes you can e-mail (from any e-mail service) to any phone.
First you need to know which company your friend pays for their phone service. Then send an "ordinary" e-mail in the proper format to your friend's phone. They will see the e-mail as if it were a text message.
As an example here's the format for T-Mobile
yourfriend'sphonenumber@tmomail.net
